نگاهی تحلیلی به آیین‌نامه تاسیس شرکت‌های تسهیلگر در گردشگری سلامت
چندی قبل آیین نامه شرکت های تسهیلگر در گردشگری سلامت منتشر شد؛ آیین‌نامه‌ای که کارشناسان معتقدند در صورت اجرای قاطع می‌تواند موجب توسعه صنعت توریسم درمانی شود
امضای تفاهم‌نامه‌ای جهت تسهیل صدور مجوزها و بهبود فرآیندهای گردشگری سلامت کشور میان وزارت بهداشت و سازمان میراث فرهنگی و گردشگری را می‌توان یکی از رخدادهای مهم اخیر در صنعت گردشگری سلامت دانست. آیین نامه شرکت های تسهیلگر در گردشگری سلامت را می‌توان از زوایای مختلفی، نقد و بررسی کرد.
به گزارش خبرگزاری گردشگری سلامت ایران، براساس این تفاهم‌نامه، آیین‌نامه‌ای مبنی بر صدور مجوز گردشگری سلامت برای شرکت‌های تسهیلگر ارائه خدمات گردشگری سلامت منتشر شده است. از مهم‌ترین اهداف این آیین‌نامه جلوگیری از فعالیت غیرقانونی فعالان فاقد صلاحیت در صنعت گردشگری سلامت و همچنین ایجاد بستر مناسب برای رقابت سالم بین شرکت‌های تسهیلگر ارائه خدمات تشخیصی درمانی، اعلام شده است.
در این آیین‌نامه قید شده است شرکت‌های تسهیل‌گری که علاقه‌مند به ارائه خدمات گردشگری در قالب بسته سفر هستند، باید مجوز بند ب از سازمان میراث فرهنگی را داشته باشند. همچنین از شروط مهم برای تاسیس و گرفتن مجوز گردشگری سلامت از وزارت بهداشت این است که حداقل اعضای هیات مدیره، سه نفر باشد و یک نفر از این تیم باید فارغ‌التحصیل یکی از رشته‌های پزشکی یا وابسته به گروه پزشکی نیز باشد.
راه و چاه‌های پیش روی آیین‌نامه تاسیس شرکت‌های تسهیلگر
«هر تفاهم‌نامه و آیین‌نامه‌ای که برای بهبود وضعیت صنعت گردشگری سلامت تدوین می‌شود، فقط زمانی می‌تواند به نفع گردشگری سلامت تمام شود که از ضمانت اجرایی بالایی برخوردار باشد.»
اینها بخشی از گفته‌های علی خاکساری، فعال صنعت گردشگری سلامت است که اعتقاد دارد: اول اینکه باید اینگونه تفاهم‌نامه‌ها با مشورت و همفکری فعالان قانونی گردشگری سلامت تدوین شود تا خروجی این تفاهم‌نامه‌ها قابلیت اجرا داشته باشد، اما اگر اینگونه آیین‌نامه‌های مهم بدون آگاهی کارشناسان گردشگری سلامت تدوین شود و صرفا دولتی‌ها در تدوین آن نقش داشته باشند، آن وقت باید انتظار داشت که این آیین‌نامه‌ها در مقام عمل با مشکل جدی در اجرا مواجه شوند.
خاکساری تاکید دارد: این آیین‌نامه فقط زمانی می‌تواند به نفع صنعت گردشگری سلامت تمام شود که بتواند از یک سو فعالان غیرقانونی در صنعت گردشگری سلامت را از این صنعت حذف کند و یا حداقل آنها را وادار به فعالیت در چارچوب قانون کند. از سوی دیگر، این آیین‌نامه نباید موجب افزایش بروکراسی‌های زائد در مسیر اعطای مجوز به شرکت‌های تسهیلگر در گردشگری سلامت شود و یا سنگ جدیدی پیش پای فعالان قانونی صنعت گردشگری سلامت قرار دهد.
همچنین مهرداد بهارلو، دیگر فعال صنعت گردشگری سلامت که سال‌ها در بخش جذب بیماران بین الملل یکی از بیمارستان‌های خصوصی تهران فعالیت داشته است، با اشاره به آیین نامه شرکت های تسهیلگر در گردشگری سلامت تاکید دارد: اگر این آیین نامه بتواند فعالیت گسترده دلالان غیرقانونی در صنعت گردشگری سلامت را محدود کند، بزرگ‌ترین دستاوردی است که این آیین نامه می‌تواند به همراه بیاورد.
بهارلو با اشاره به اینکه نباید مفاد این تفاهم نامه‌ها با تغییر دولت‌ها به فراموشی سپرده شود، خاطرنشان میکند: تجربه نشان داده است که با تغییر دولت‌ها، برخی تفاهم نامه‌های کاربردی در صنعت گردشگری فراموش می‌شود. باید مراقب بود که آیین‌نامه تاسیس شرکت‌های تسهیلگر در گردشگری سلامت نیز به چنین سرنوشتی مبتلا شود.
به باور او، همین که دولت به اهمیت نقش شرکت‌های تسهیلگر در گردشگری سلامت پی برده است و برای افزایش کارکرد این شرکت‌ها، آیین نامه قانونی تدوین میکند، گام بزرگی است که باید آن را به فال نیک گرفت.
در صورتی که این آیین نامه بتواند موازی کاری‌های بین سازمان میراث فرهنگی، صنایع دستی و گردشگری با وزارت بهداشت را کاهش دهد و صدور مجوزها در مسیر قانونی تسهیل شود، آنگاه می‌توان انتظار داشت که تعداد شرکت‌های قانونی تسهیلگر در صنعت گردشگری سلامت، افزایش چشمگیری داشته باشد.
